Josephs is the head of Research, Monitoring and Evaluation Unit. He worked as a Monitoring, Evaluations, Reporting and Learning Advisor at PACT SA, seconded to provide technical advice to the North West Provincial Department of Social Development under the Government Capacity Building and Support Programme (GCBS) strengthening work with Orphans, Vulnerable Children and Youth (OVCY) affected and infected by HIV/AIDS. With over 17 years of work experience in the NGO sector in South Africa, supporting HIV/AIDS and TB programme funded by USAID, CDC, PEPFAR, Global Funds and DFID, he has first-hand experience of international donors reporting processes.

He holds a master’s in Public Administration (UFS), BA Social Work (Wits) and he is Currently completing a Doctoral Qualification in Public Administration (UNISA). He trained and received professional certification in Monitoring and Evaluation and Advanced Project Management.  In line with his qualifications, he holds professional membership and association to the South African Council of Social Services Professionals (10-21064), South African Monitoring and Evaluation Association (653501005742), the Project Management Institute (eEzv6CAFc000) and the South African Association of Public Administration and Management (00/1051/L).

He coordinated research projects focusing on Men Who Have Sex With Other Men, Couple Study, South African Prevention of Mother to Child Transmission Evaluation Study and the GCBS Baseline Evaluation Study. He has experience working on and leading the implementation of electronic information management systems, having worked with large and complex information management systems of the Department of Health such as the DHIS, Tier.net and the ETR.Net, CBIMS including the DATIM. He developed, managed and implemented data management systems to track the flow of information within complex and multi-layered environment. He also developed a variety of unique methodologies to ensure that data maintains its quality throughout the data management process that ensure maximum utility for donors, programme management, implementers and programme beneficiaries.

In addition, he has done consultancy work for Department of Planning, Monitoring and Evaluation (DPME), Soul City Institute for Health and Development Communication, Centre for AIDS Development, Research and Evaluation and Linked Thoughts.
