Report on the review of the National Council on Gender-Based Violence and Femicide Act 9 of 2024

This policy review is an assessment of the adequacy of South Africa’s legislative framework for accountability and coordination of the National Strategic Plan on Gender-Based Violence.

Legislation plays a critical role in shaping national responses to Gender-Based Violence and Femicide. Strong laws can institutionalise accountability, coordination, and survivor-centred approaches. However, laws alone cannot end GBVF, their impact depends on inclusive design, adequate resourcing, and effective implementation. This Scorecard assesses the National Council on Gender-Based Violence and Femicide Act 9 of 2024 to determine whether it provides a fit-for-purpose framework for leading South Africa’s multi-sector response to GBVF.
