    About this position 

    The PDA Project Coordinator will provide project coordination and conduct trainings to empower local communities that hold governments accountable for the implementation of legislation and policies, aimed at preventing and responding to GBV and promoting gender equality. The PDA Coordinator reports to Sonke’s Policy Development and Advocacy Unit Manager. 

    Key Performance Areas

    1. UNTF Project coordination 

    • Responsible for overall planning and coordination of the UNTF specific project at
      Sonke. This includes arranging internal monthly project meetings for Sonke staff
      involved in the project.
    • Ensure activities are implemented according to plans and budgets, donor requirements and that activities are executed in line with quality standards in ways that are responsive to the community’s needs.
    • Ensure that project development and implementation are responsive to communities and partners, and is consistent with the relevant program guidelines, principles, values, quality standards and overall programme plan.
    • Develop close working relations with the Gender Based Forum.
    • Work closely with Sonke’s programme staff, beneficiary representatives, programme
      sub- grantees and the local government in setting out clear and transparent targeting
      criteria, that are clearly communicated to communities and stakeholders.
    • Ensure feedback from communities and stakeholders are regularly collected,
      documented, and timely responded to. 
    • Compile comprehensive monthly, quarterly, and annual reports with action plans of the project.
    • Provide regular updates on the status of the project implementation to Sonke’s PDA Unit Manager & SMT when required.
    • Responsible for the provision and distribution of project materials.
    • Conduct project relevant trainings and workshops for community groups and
      institutions. 

    2. Project staff support 

    • Writing, editing and revising project reports timeously with results-based progress
      and project reports which are aligned with Sonke’s and donor’s established standards and formats.
    • Meet with relevant project staff as well as partners to gain additional input where required.
    • Draft an advanced version of the progress reports to submit to the PDA Unit Manager.

    Educational requirements

    • University degree in gender studies, public health, political science or another related field. An Honours or Master’s degree in public health, health sciences or related field will be advantageous. 

    Experience required

    • Very good knowledge of gender-based violence causes and the impact in South Africa.
    • Experience in promoting gender equality, human rights and social justice.
    • Knowledge of gender transformative work with men and boys including primary social
      change strategies is an advantage.
    • Minimum of 5 years of high-level experience in writing, editing, reporting and
      communicating complex programmatic information in reader friendly formats and
      styles.
    • Demonstrate an appreciation of the multicultural nature of the organisation and the
      diversity of its staff.
    • Experience in stakeholders and donor relations.

    About this internship 

    The HR intern will be based in the HR Unit and will work closely with the HR Manager and the HR Co-ordinator, working on a range of HR administrative tasks, including providing desk-top research support.  

    During your internship, you will work with all aspects of Human Resource Management which will include the following.    

    • Assist HR team with recruitment and selection; 
    • Assist with the implementation of Employee Wellness programme;
    • Assist with the implementation of the Staff development programme;
    • Assist with the drafting of relevant HR policies;

    About this position 

    The Programmes Director is responsible for the implementation, management, supervision, and evaluation of the organisation’s programmes in harmony with the strategic plan set out by the organisation. As a member of the senior management team, the Programmes Director participates in strategic planning, resource mobilisation, and budget management of programmes, working within the guidelines of the organisations policies, and is accountable for specific projects as assigned. 

    Key Performance Areas

    1. Strategic Management 

    • Work with Sonke’s Co-Executive Directors and full management team to develop, refine and guide
      Sonke’s strategic vision through managing internal and external processes that seek to deepen the
      objectives of the organisation;
    • Support the Co-Executive Directors, in coordination with the full management team to develop a
      strategic plan for the organisation, on a three-to-five-year basis;
    • Analyse trends in the programmes, identifying issues, developing and recommending solutions to the Co-Executive Directors;
    • Monitor the implementation of the strategic objectives of the organisation at a macro level, especially those related to the activities of the different programmatic units;
    • In collaboration with the Co-Executive Directors, oversee on a yearly basis, the development and submission of an organisation-wide operational plan and an annual operational budget;
    • Network with key stakeholders and representation of the organisation in national and international fora; and 
    • Report on and prepare presentations on programme work for board meetings. 

    2. Programme Delivery 

    • Work with the Programme Unit Managers, to initiate and set objectives for the programmes according
      to the strategic goals of the organisation;
    • Assist the Programme Unit Managers with planning of the organisation’s programmes from inception to completion involving deadlines, milestones and processes;
    • Develop and approve budgets in cooperation with Unit Managers, the Resource Mobilisation Co- ordinator (RMC) and Consultant;
    • Supervise the writing and submission of all donor reports in collaboration with Unit Managers and the RMC;
    • Support the RMEL manager in the design of evaluation strategies to monitor performance and determine the need for improvements;
    • Liaise with the Finance Manager and the RMC co-ordinator, to ensure that financial reporting takes account of the provisions in funding contracts;
    • Ensure that the programmes and activities adhere to legal guidelines and internal policies;
    • Implement specific projects assigned to the Programmes Director; and
    • Manage specific budgets assigned to the Programmes Director.

    3. Human Resources Management 

    • Supervise all Programme Unit Managers as per the organisation’s HR policies, provide feedback on a regular basis and resolve complex problems;
    • Actively manage the performance and development of staff members through regular meetings;
    • Encourage staff members to participate in their own development and help identify development
      initiatives and interventions; and
    • When required, with the assistance of HR, recruit, select and induct new or replacement staff for the
      programme units and ensure that staff have detailed job descriptions.

    4. Policies, Standard Operating Procedures and Compliance 

    • Work with the Finance Manager to ensure that the organisational audit and all project specific audits take place on time. 

    5. Resource Mobilisation 

    5.1 Proposal Development 

    • Work closely with programme managers to strategize and develop proposals around potential
      projects;
    • Work in consultation with management, project staff, resource mobilization and finance to develop
      persuasive proposals and budgets to submit to new and existing donors;
    • Stay abreast of the literature and developments in the field to ensure that proposals are current and
      to identify new opportunities; and
    • Support unit managers when requested to host project kick-off meetings when new projects and
      grants start.

    5.2 Donor Reporting and Relations 

    • Communicate with donors regularly, including the distribution of Sonke’s newsletter and other relevant materials;
    • Ensure that donor representatives are invited to participate in project activities, where appropriate;
    • Support unit managers to ensure that reports are of a high standard and are submitted on time; and
    • Participate in annual donor meetings.

    Educational requirements

    • Master’s degree in social sciences or public health.
    • Advantageous postgraduate degree in Project Management
      Experience required:
    • 8 – 10 years’ experience in programme management;
    • Evidence of progressive growth with increasing responsibility in prior employment.
    • Proven initiative and ability to take on and complete projects;
    • Experience working with and interacting with donors;
    • Knowledge of donor and funding requirements and ability to monitor and ensure compliance with
      requirements;
    • Proven success managing a team of professionals for an extended period of time;
    • Experience taking ownership for strategic planning, reporting and review in a medium-sized
      organisation;
    • Proven leadership on projects, preferably those related to organisational change, growth or
      expansion; and
    • Supervisory experience and experience in drafting and managing project budgets.

  • Executive Assistant to the Co-Executive Directors

    About this position

    The Executive Assistant will, under the guidance of the Co-Executive Directors (Co-EDs) ensure effective and efficient functioning of the Co-EDs offices. The Executive Assistant will maintain confidentiality in all aspects of their work, providing secretariat functions to the Board of Sonke, and supporting the senior management team in implementing Sonke’s strategy. The successful candidate will work closely with the Co-EDs in ensuring that the organisation is compliant both with its own reporting requirements and its external compliance requirements. They will be responsible for taking and drafting the minutes of the board, management team meetings and other ad hoc meetings and will assist with all logistics relating to these meetings.

    The Executive Assistant works closely with the Co-EDs and is responsible for:

    • Providing high level administrative planning, coordination, operational and logistical support to the Co-EDs office on a day to day basis.
    • Provide minute taking services and logistical support at the Board, senior management team (SMT), Full Management Team (FMT), Unit Managers (UM) and other meetings.
    • Managing board relations on behalf of the Co-EDs
    • Supporting the Co-EDs through a well-maintained diary, travel schedule and workflow plan.
    • Working closely with Unit Managers and administrators in ensuring smooth and well-coordinated interface with the Co-EDs office with a specific focus on coordinating key events in the Sonke calendar
    • Working with the Co-EDs to ensure that Sonke is compliant with internal reporting requirements and with external statutory obligations.
    • Support the Co-EDs with the compilation of the operational plan and other work as requested.

    Key duties

    1. Providing support to the Co-EDs

    • Provide administrative planning, coordination, operational and logistical support to the SMT asrequested by the Co-EDs.
    • Respond to queries and any other correspondence to the Co-Eds.
    • Draft correspondence as requested by the Co-Eds.
    • Developing and maintaining Co-EDs filing system.
    • Developing and maintaining systems to organise the Co- ED’s information.
    • Arrange travel for the Co-Eds.
    • Arrange events as requested by the Co-Eds.
    • Work with Co-EDs to schedule and then ensure adherence to monthly supervision meetingsbetween Co-EDs and other members of SMT and FMT.

    2. Compliance

    • Maintain the monthly internal compliance schedule.
      • Track compliance against submission of all reports detailed in the compliance schedule.
      • Follow up with unit managers.
      • Distribute the compliance schedule and the compliance per unit monthly.
    • Maintenance of organisation’s registration and legal status.
      • Maintain organisation’s external legal compliance with both CIPC and the Department of Social Development by ensuring submission of board secretarial changes.
      • Submit audit and annual reports to relevant government entities.
    • Maintain and distribute a monthly organisational calendar to staff.
      • Liaise with the unit administrators to identify information to be added to the calendar.
      • Update the calendar and distribute to all staff.
    • Audit and Donor checking on compliance.
      • Assist the Co-EDs in providing all necessary compliance documentation to the auditors
    • and donors.

    3. Managing Board relations

    • Together with the Co-EDs, the Executive Assistant will be the only contact persons with the Board.
    • Liaise with auditors and the Board to update CIPC documentation annually.
    • Logistical support including booking of board room, arranging catering, printing of documents, and compiling of meeting packs for the board meetings.
    • Minute taking and follow up on action items status.
    • Ensure that all meeting minutes is placed in the minute book and signed.
    • Initiate and respond to board correspondence.
    • Maintain a filing system of board correspondence and all key board documents.
    • Draft board resolutions as and when required.
    • Draft letters of appointment and prepare orientation packs for new members.
    • Draft and edit board policies.
    • Maintain board schedules on personal info, positions on board, etc.
    • Organising events and all other activities for board members.
    • Follow up with board members on outstanding information needed.

    4. Meeting coordination and minute taking

    • Work with the Co-EDs to develop and adhere to a monthly SMT, quarterly FMT, monthly unit manager meeting and monthly staff meeting schedule.
    • Coordinate the on-time submission of all management reports.
    • Take minutes at SMT, UM, FMT and staff meeting.
    • Logistical support including booking of board room, arranging catering, printing of documents and compiling of meeting packs for management and staff meetings.
    • Follow up on action item status.
    • Edit minutes for purposes of distribution to staff members.
    • Ensure that all meeting minutes is placed in the minute book and signed.
    • Participate in all meetings with Co-EDs and record the proceedings in the meetings, make notes of action items required.

    5. General

    • At the discretion of the Co-EDs participate in the recruitment of personnel.
    • Conducting occasional research for the Co-EDs.
    • General support as required.
    • Liaise with managers to submit unit plans for the annual operational plan the report against the annual plan.

    Requirements

    • Bachelor’s degree

    Experience

    • Minimum of 7 – 10 years of progressively responsible experience as an Executive Assistant and or Programme Assistant.
    • Proficiency in the use of modern office equipment and office software packages (MS Word, Excel, PowerPoint, etc).
    • Use of web-based databases for information management.

    About this position

    The Regional Programmes Specialist will be responsible for managing Sonke projects from the Dutch Ministry of Foreign Affairs (MoFA) as part of the Power to You(th) consortium led by Amref. Moreover, the incumbent will be responsible for coordinating and managing various aspects of the project, including planning and overseeing project implementation in the two Sonke programme focus countries, (Malawi and Uganda), implementing programme policies, conducting research and gathering resources, as well as communicating with various stakeholders.

    Specific responsibilities include

    1. Project Management

    Working with partners

    • Overseeing the planning and coordination of project activities and providing guidance on project implementation to the country project teams and global management team.
    • Support and assist the focus countries to implement project activities as per Theory of Change including prevention of harmful practices, youth leadership, prevention of SGBV and teenage pregnancies.
    • Coordinate inter country collaboration between the 2 countries supported by Sonke, and between the other consortium implementing countries by knowledge sharing, inter country skills building, collaboration on similar events and campaigns.
    • Coordinate visibility of project work across the MenEngage Alliance (MEA) and Sonke platforms
    • Act as the point of contact between focus countries and Regional Programmes Network Unit (RPN) staff supporting MEA to ensure requests and expectations from either side are fulfilled.
    • Contribute to ongoing M&E, support the baseline, mid-term and end of project evaluation of the project and coordinate focus country evaluations.

    Training and capacity strengthening

    • Conduct capacity assessment of the implementing partners (IP) to identify areas for development.
    • Develop, implement and update capacity strengthening plan for IPs, identifying and coordinating support within Sonke and the consortium partners.
    • Work with RPN MEA support staff as key resource to ensure capacity and training needs of the IPs are catered for especially around the TOC pathways.
    • Coordination country and inter partner capacity and training support among IPs
    • Provide relevant tools and strategic information documents to IPs to help them in the implementation of programmatic work and MEA campaigns.

    Support given to country Coordinators

    • Periodic check in with country coordinators to provide support and guidance in the implementation of the project.
    • Provide opportunities for IP coordinators individual capacity development by linking them to training opportunities within Sonke/ MEA and other strategic partners at national, regional and international levels.
    • Technical advice is provided through visits to project focus countries.

    Compliance

    • Ensure strict partner compliance to Sonke and donor reporting requirements including programmatic and financial reporting.
    • Provide constant feedback to IPs on their performance regarding reporting compliance.

    2. Network building

    Contribute to the growth of the MEA network in PFCs

    Create linkages between MEA country programmes and the project

    Provide regular reports to the Regional M&E coordinator in relation to the MEA strategic plan

    3. Strategic relationship building

    • Identify and follow up on potential partnerships and creating linkages that may be relevant to either the country partners or Sonke.
    • Maintain functional relationships with already created partnerships especially those that are relevant to the project.
    • Through invitation and meaningful involvement of key stakeholders to country level or regional project activities.
    • Participate in activities and events hosted by agreed strategic partner organisations at regional and national level.
    • Build and maintain relationships with other MoFA funded projects and keep in constant engagement with EKN staff supporting the project.

    4. Budgeting

    • Supervise the development of the country annual budgets and ensure that they represent the proposal in the work plans submitted and focus on the TOC pathways.
    • Review financial reports to ensure that expenditure is in line with requirements and with agreed work plans.
    • Strategically develop budgets for project events for example meetings, trainings etc., ensuring they are within Sonke policies and donor requirements.

    5. General

    • Represent Sonke at events, meetings and conferences as required or requested
    • Support Sonke’s training needs
    • Perform any other duties as agreed with your supervisor
    • Participate in internal project review and Sonke/IPN planning meetings
    • Submit monthly reports, timesheets and M&E reports.

    Qualifications and other requirements

    • Bachelor’s degree in International Development, Law, Public Administration, Public

    1 Purpose of The Consultancy

    Equip, train and strengthen advocacy capacity of Sonke’s partners working with and on behalf of migrants in the area of sexual and reproductive health and rights (SRHR) through creative activism and help develop a campaign on the above theme.

    2 Background

    Sonke Gender Justice (Sonke) is a South African-based NGO that works across Africa to strengthen government, civil society and citizen capacity to support men and boys in taking action to promote gender equality, prevent domestic and sexual violence, and reduce the spread and impact of HIV and AIDS. Using a human rights framework to achieve gender equality, Sonke endeavours to create the change necessary for all to enjoy equitable, healthy and happy relationships that contribute to the development of just and democratic societies.

    Sonke is involved in a wide range of initiatives and activities which encompass its multi-faceted approach to promoting gender equality, preventing gender-based violence, and reducing the impact of HIV and AIDS. One of these initiatives is in the area of sexual reproductive health and rights (SRHR). Sonke’s SRHR work is a cross-cutting portfolio, mainstreaming SRHR into all Sonke’s work to ensure that women and men, girls and boys are able to access their rights to sexual and reproductive health education and services, including comprehensive sexuality education. The portfolio builds on Sonke’s internal capacity, including through supporting the development of a set of training and community education materials and advocacy approaches. The SRHR Portfolio has three overarching goals:

    • To build capacity and provide technical assistance both within Sonke as well as among key partners nationally, regionally and globally to promote and provide rights-based and positive oriented sexual and reproductive health services and education to men, women and young people in all their diversity.
    • To support and hold governing bodies and other duty bearers accountable to develop and implement policies and programmes that secure the SRHR for all, including gender transformative language and approaches to engage men and boys.
    • To engage men and women, including religious and traditional leaders, around SRHR as clients, equal partners and positive agents of change in their communities.

    One of the key focus areas of Sonke’s SRHR works involves addressing the needs sexual reproductive health needs of migrants in South Africa. Sonke works in collaboration with two other implementing partners, namely Consortium of Refugees and Migrants in South Africa (CoRMSA) and African Centre for Migration and Society (ACMS), with CoRMSA providing the voice and representation for its member organisations.

    3 Terms of Reference for Consultancy:

    The consultancy requires knowledge of creative activism and how to use creative activism as a tool for advocacy in the area of sexual reproductive health and rights. The consultant will have to spread the training over maximum of a period of 5 working days. The training shall be done with a diverse group of people including skilled professionals to non-skilled workers. Participants are not limited to South Africans and may include several people from migrant communities living in South Africa working with migrants with vested interest in issues pertaining to SRHR and how to advocate for this. Notwithstanding the diverse educational and vocational background this is to be a “a train the trainer” style training in order to equip members to “pay it forward”.

    4 Expected Deliverables

    This consultancy is to train Sonke, ACMS and CoRMSA members on creative activism and how to use creative activism in the sphere of SRHR. The final objective is to assist in developing a creative advocacy campaign for realising SRHR for migrants in South Africa.

    5 Qualification and Experience of The Service Provider

    • The consultant must have at least five years’ experience in creative activism with a wealth of experience in policy advocacy work in the non-profit sector
    • Previous experience in conducting similar work for international/national donors will be an advantage

    The Regional Programmes and Network Unit (RPN) Senior Trainer will report to the RPN Programme Specialist and will provide technical input for a new project funded by Concern Worldwide. The project objectives include formative research and design, capacity building in gender norms transformation through a comprehensive train the trainer (ToT) methodology and qualitative research, focusing on both individual change as well as the impact of research and country partner interventions.

    About this position

    The purpose of the position of the Senior Trainer is to implement community interventions that contributes to the reduction of sexual gender-based violence, particularly, Intimate Partner Violence (IPV) in the community through trainings, IEC talks, community dialogues and other
    community-based interventions. The Senior Trainer will mentor mobilisers to engage the community on topics of human rights and the reduction of sexual gender-based violence (SGBV) by challenging the gender inequalities exacerbating the spread and impact of sexual harassment

  • Consulting services for advocacy case studies of the Prevention+ Project

    Overview

    Rutgers, Sonke Gender Justice, and Promundo-US and Uganda seek the services of a Consultant for the purposes of writing a short and concise advocacy case study (approx. 4 pages) on the advocacy successes and work from Prevention+ Uganda, Reproductive Health Uganda so they can use this in their own national work and showcase their strategies for the final years of the program (until the end of 2020). Candidates must be able to efficiently summarize and be able to take out and write down key messages so that national and international decision-makers to increase policy and programme efforts to engaging men and boys to prevent gender based violence. The engagement is expected to last between 10/11 days and can be done by desk review and online/Skype meetings.

    Programme Background

    The Prevention+ (“Prevention Plus”) program focuses on engaging (young) men to end all forms of gender-based violence (GBV), including by promoting the fuller economic participation and self reliance of women. The program’s long-term objective is to contribute to a gender just society, free of GBV, by transforming harmful social norms driving GBV at the individual/relationship, community, and civil society level and to ensure that these changes are firmly rooted in a supportive legal and policy framework. The programme strategy seeks to scale-up evidence-based gender transformative interventions working in strategic partnerships with key public sectors and CSOs, toward these ends.

    Through advocacy efforts, both in the national contexts and internationally for example at the United Nations, the program focuses on encouraging (inter)national governments to introduce and enact new legislation aimed at preventing and eliminating gender-based violence, and to strengthen enforcement of existing policies or legislation. All countries have focused on an other area of advocacy within their government and situation (which makes their work stronger as it is context specific) so work and outcomes are diverse.

    National Prevention+ work

    The project aims at achieving a gender just Uganda, free of gender-based violence. The project has two main priority areas; 1) reducing violence against women and 2) economic participation and self-reliance of women. It is being implemented in the three districts of Arua, Bushenyi and Kapchorwa. The project’s focus is to engage men and women, boys and girls in fighting GBV, and contribute to Gender Justice (GJ) society by using Gender Transformative Approaches (GTA) to change harmful social norms that drive GBV at individual/relationship, community, and institutional/CSOs levels and ensure that these changes are firmly rooted in a supportive legal and policy framework. The project uses evidence based approaches such as gender transformative approaches which have proved to work in addressing GBV.

    The Consultant’s responsibility is to write a short but concrete advocacy document summarizing this report, using the Gender-Transformative Approach (GTA) language that we work with. It is meant to aid national partners within Prevention+ to utilize the case studies effectively within their national advocacy efforts. The targeted audience who will read the document will be advocates themselves but also decision-makers (ministers and policy makers etc.) so the language used in this advocacy tool will have to be accessible for readers from different countries and without excessive jargon.

    The Consultant is expected to objectively and inclusively undertake the following activities:

    • Introductory phone call with the advocate at question in the country leading the work and document review
    • Skype meeting with advocate in country and with the Advocacy Working Group (AWG) and the Communication Working Group to have an opportunity to meet with Rutgers, Sonke Gender Justice, and/or Promundo-US staff and MenEngage Alliance (0.5 days)
    • Preparation and review of the proposed outline of the document with advocate in country (2.5 days)

    The Resource Mobilisation Co-ordinator works to support resource mobilization, income generation, donor relations and donor reporting. In consultation with the Co-Executive Directors, the Resource Mobilisation Co-ordinator will assist in the implementation of the resource mobilization strategy for the organisation.

    1. Resource mobilisation strategy

    • In collaboration with the Co-Executive Directors and Resource Mobilisation Consultant, implement the resource mobilisation strategy for the organisation.

    1. Advocacy and budget management

    3. Monitoring and collaboration

    • Monitor the implementation oftheNational Strategic Plan for HIV/TB and STI’s with regard to factors that affect the spread and impact of HIV and AIDS on sex workers.
    • Nurture relationships with relevant government departments, SANAC, women’s ministry, parliament and Commission for Gender Equality.

    The network is currently comprised of 22 country networks and over 350 civil society organisations that among other strategies, engage men and boys to tackle negative masculinities and deconstruct patriarchal structures that exacerbate gender inequalities.  These country networks bring together partner organisations working on gender-based violence, sexual abuse and sexual exploitation, women’s rights, youth and child rights, masculinities, HIV, fatherhood, sexual and reproductive health and rights, maternal health, refugees and migrants, and other human rights issues.  The networks undertake community mobilisation, joint programming, research, and policy and advocacy activities.

    The African Regional Network has strengthened the membership and leadership of its Youth Chapter. The overall membership of the MenEngage Youth Advisory and Steering Committee consists of youth-led and youth-serving organisations/ individuals both at national and regional levels; organisations working with women and girls; and organisations working in general with young people. Currently (2019), 58 youth-serving organisations belong to the MEA networks present in 21 countries.

    Background

    MenEngage Africa (MEA) is the largest regional network of the MenEngage Global Alliance. The MenEngage Global Alliance works to transform unequal power relations and patriarchal systems by:1

    • Transforming masculinities
    • Working with men and boys through intersectional feminist approaches
    • Building inclusive Alliances from local to regional to global levels, and
    • Fostering joint actions in partnership with women’s rights, gender- and other social justice movements.

    MEA engages in advocacy work at an international/continental level with the African Union and regional level with various regional bodies. MEA capacity building activities include engagement in the MenEngage Africa Training Initiative (MATI), and production of valuable resource materials such as the Network Building Toolkit, which have enabled the development of regional networks and provided invaluable feedback to the MenEngage Global Alliance.2

    Discussions to develop a three-year strategic plan for Men Engage Africa Youth started in Addis Ababa in June 2019. Young people from MenEngage Africa meet in Addis Ababa in June 2019, were the initial discussions for the Strategic Planning started. There was a structured planning process spanning two days and during which participants conducted an environmental scan of the countries where they work, and critical youth SRHR issue which they wanted to be addressed in the strategic plan as well as key actions for achieving this strategy. We are now looking for a consultant to edit/finalise the strategic plan and develop an operational plan for the strategic plan. The plan focuses on:

    • Comprehensive sexuality education (CSE)
    • Addressing gender-based violence and harmful cultural practices
    • Reducing the impact of HIV/AIDS.

    Expected Deliverables

    This consultancy is to edit a three-year strategic plan to strengthen youth advocacy for comprehensive sexuality education and sexual and reproductive health and rights (SRHR). A draft of the strategic plan has been developed, and we need to reorganise and develop a roadmap and cost estimate to operationalise the strategic plan.

    Qualification and Experience of The Service Provider

    • The consultant must have at least five years’ experience in Strategic Planning with a wealth of experience in editing strategic plans that focus on sexual and reproductive health and rights for young people.
    • Previous experience in conducting similar work for international/national donors will be preferred.

    Resource Mobilisation and Grants Management

    • All unit managers are responsible for ensuring their teams are fully funded, the PDA Manager is required to identify funding opportunities, develop proposals and budgets, and negotiate award agreements with funders.
    • Ensure grants held within the PDA Unit are implemented in line with funding agreement.
    • Ensure the smooth implementation of grants by coordinating with the finance and grants management team, particularly during due diligence reviews with funders, at the start and close of projects. Maintain and build strong relationships with funders.

    Qualifications

    • The successful candidate will be a proven and respected strategist and advocate in the gender justice and human rights field.
    • A law degree (LL.B. or equivalent). An advanced degree would be advantageous in a relevant field, with a strong grounding in gender, health, and human rights law.
    • At least five to seven years of experience in gender and human rights advocacy, or a combined equivalent including studies, with at least two years of experience in management.

    1. Provides strategic oversight and management support/supervision to the CEM Managers and staff in all of Sonke’s offices in South Africa.
    2. Refines and strengthens Sonke’s community mobilisation efforts and builds Sonke’s community action team work nationally, especially our work on local government action and accountability.
    3. Works in close partnership with Sonke’s research, policy and communications units to advance our work to support citizen activism to ensure access to justice for survivors of violence and their families by monitoring the functioning of the criminal justice system and local courts.
    4. Develops and refines Sonke’s CEM tools and materials, including enhancement of new curricula, writing of case studies and articles for publication in mass media and peer review journals, and commissioning of multi-media pieces.
    5. Secures funding for CEM work, especially preparation of CEM specific proposals and donor reports and represents the organisation in national and international meetings.

    Key duties and responsibilities

    Project Planning: Works with CEM Managers and other unit managers as is required to convene project planning meetings for all projects, conceptualises projects and develops detailed workplans with clear targets and timeframes, ensuring that project staff understand their roles and responsibilities, including the distinct tasks involved in community education and community mobilisation.

    Project implementation: Ensures that all projects are on target, meets deliverables and achieves intended impact, including community mobilisation and community action team (CAT) development activities.

    Staff management: Convenes and documents weekly team meetings to review project status, conducts and documents monthly one on one staff supervision, carries out and documents 2 to 4 observations per month of training activities, and provides ongoing mentorship and support to CEM Managers, trainers and community mobilisers to ensure that their work is of a high standard, meets project goals and promotes staff development.

    Reporting, monitoring and evaluation: Submits all agreed upon reports (project reports, budgets, supervision reports, observation reports, team meeting reports, stakeholder meeting reports, community mobilisation and CAT reports), on a monthly basis. Actively contributes to the development, review and sign-off of Sonke’s capacity building model for working with partner organisations, including M&E systems to assess the impact of our capacity building work.

    Manage and coordinate project finances: Ensures adherence to Sonke’s procurement policies, including preparation of requisitions, quotations and payments in liaison with the finance office for all project activities. Authorise payments as per Sonke’s levels of authorisation.

    Community Mobilisation: Assist with the ongoing refinement and implementation of Sonke’s community mobilisation and community action team model. Co-ordinate the necessary induction and ongoing trainings so that the training staff has the skills and knowledge needed to implement popular education methodologies with adults and youth.

    Key Partnerships: Develop and maintain strategic partnerships with relevant local, national, and international partners by attending meetings and documenting key agreed upon action items with stakeholders and then following through on commitments made.

    Donor relations and donor reporting: In consultation with the resource mobilisation manager develop funding proposals, ensure timely completion of accurate project reports for donor reporting purposes at least ten business days before the report is due.

    The Policy Development and Advocacy Coordinator is responsible for carrying out policy, advocacy and research activities for Sonke’s public transport, gender-based violence and safety work. The Coordinator will be responsible for working with local, provincial and national government on implementing safer public transport, in particular for women and children. This includes coordinating and developing the policy aspects of Sonke’s “Safe Ride” campaign, research, lobbying, media advocacy and the development of partnerships, which the Coordinator will do by working closely with the PDA and Community Education and Mobilisation Units. The Coordinator will also engage actively in professional learning and development, and will represent Sonke at various fora and conferences.

    Key Functions

    1. Serve as the Coordinator for Sonke’s policy, research and advocacy interventions on public transport
    • Develop and maintain key partnerships with external organisations working on gender, health, rights, and public transport.
    • Engage with National, Provincial and local Departments of Government, including oversight bodies, to propose new policy initiatives and monitor the fulfillment of their duties and implementation of relevant laws and policies, focusing especially on the safety of women and children in public transport.
    • Represent Sonke at conferences, fora and dialogues, and present on public transport and gender
    • Serve as Sonke’s representative in the #FixOurTrains campaign, as well as other relevant #UniteBehind initiatives
    • Serve on the Department of Transport’s ICT Sub-Committee on Universal Access in Transport.
    • Initiate a creative advocacy campaign to highlight the need for gender sensitive approaches in public transport
    • Regularly create media content and be available to engage with the media
    1. Research
    • Conceptualise and lead on Sonke’s research on public transport and gender in Cape Town and Johannesburg.
    • Conduct and/or coordinate research and policy development in line with relevant literature and policy development on GBV, public transport and safety, with particular reference to women and children, drawing on international tools and approaches where relevant.
    • Regularly conduct and/or coordinate relevant research on above to support the strategy development of the campaign.
    • Regularly conduct and/or coordinate policy analysis of local and international legislation on gender, GBV and public transport, and other related issues to support a) – c).
    • Train and work closely with Sonke’s Community Action Team members on participatory research methods.
    1. Other Key Programmatic Areas
    • Support other PDA projects and cross-unit collaboration as requested.
    • Project and Grants management and reporting.
    • Support the unit’s resource mobilisation by identifying funding opportunities, developing proposals and budgets, and participating in negotiating agreements with funders, and ensure that grant agreements are implemented.
    • Work with the Research, Monitoring and Evaluation Unit and other relevant staff to ensure external evaluations of grants, as well as ongoing M&E is successfully completed.

    Educational requirements

    • Completed or currently enrolled in a Masters degree in relevant field (gender, law, public administration)

    Experience required

    • Experience of working on national policy on gender and violence.
    • 1-2 years’ experience in working within the public transport sector (required)
    • 2-3 years’ experience in campaign and project management (required)
    • 3 years of related research, policy, and advocacy experience within the field of gender studies, development and/or sexual and reproductive health rights (recommended)
    • Demonstrated experience developing and implementing trainings and workshops for diverse groups
    • Demonstrated experience coordinating complex projects or campaigns with multiple partners
    • Policy advocacy experience in the public interest or human rights and gender justice specifically.
    • Familiarity with existing South African laws and policies related to gender-based violence, HIV and AIDS, human rights and public transport.
    • Strong grounding in gender justice and feminist theory and research.
    • Familiarity with the functions and duties of relevant Chapter 9 Institutions, the Department of Transport, the Ministry of Women, Department of Social Development, and other relevant government departments and oversight bodies.
    • Familiarity with strategies and programmes aimed at gender-based violence and public transport, including responses and prevention.
    • Fluency in two South African languages recommended.
